On March 31, 2025, the Knox County, TN Board of Commissioners adopted “Approve ROW, slope, and construction easement acquisitions for Couch Mill/Sam Lee Road Project” by a vote of 10–0.

Approve Resolution R-25-3-403 - Resolution of the Commission of Knox County, Tennessee, approving the necessary right-of-way, slope and construction easement acquisitions on eleven (11) tracts for the Couch Mill/Sam Lee Road Project.
