Approve amendments to the agenda and add/defer/pull items

AMENDMENTS TO THE AGENDA: Commissioner Jay amended the agenda as follows: Add R-21-2-406-Consideration of a Resolution of the Commission of Knox County, Tennessee, approving a Memorandum of Agreement with Knoxville-Knox County Planning in the amount of $25,000.00 for supplemental analysis of the Watt Road interchange and Campbell Station road interchange as part of the I-40 Corridor Study. Add R-21-2-407 – Consideration of a Resolution of the Commission of Knox County, Tennessee, approving the necessary right-of-way, slope construction, and drainage easement acquisitions on forty (40) tracts for the purpose of widening Coward Mill Road to accommodate a new elementary school. Add R-21-2-502 – Consideration of a Resolution of the Commission of Knox County, Tennessee, approving a Software as a Service Agreement with Unqork, Inc. for the provision of Emergency Rental Assistance software services for the term of March 1, 2021 through March 1, 2022 which may be renewed for two (2) additional one-year terms not to exceed an annual cost of $325,000.00 and pull from consent. Add R-21-2-804 - Consideration of a Resolution of the Commission of Knox County, Tennessee, authorizing an Amendment to Development Agreement between Knox County and BNA Associates, LLC relating to the Andrew Johnson Building. Add R-21-2-903 - Consideration of a Resolution of the Commission of Knox County, Tennessee, requesting that the members of the Tennessee General Assembly representing Knox County introduce and seek passage of a Legislative Bill regarding state and local tax revenue allocation for a mixed-use stadium in Knox County. There were no withdrawals. Defer to the March 2021 Board of Commissioners meeting R-21-2-803 – Consideration of a Resolution of the Commission of Knox County, Tennessee, approving a Quitclaim Deed and Affidavit of Heirship for the acceptance of a donation of real property located at 1904 Tennessee Avenue (Parcel ID 094AC011) from the Parton Family for an air quality monitoring station. Non-Consent item was R-21-2-101 – Consideration of a Resolution of the Commission of Knox County, Tennessee, recognizing and honoring Black History Month. Non-Consent item Presentation of Rural Metro monthly report by Jeff Bagwell. Non-Consent item – Line-Item Transfers – Total amount $55,500.90 Non-Consent item #25 – Revised Resolution R-21-2-303 to read as follows. A Resolution of the Commission of Knox County, Tennessee, approving construction of a Video Courtroom Facility at 5001 Maloneyville Road at a cost not to exceed $1.5 Million and approving a contract with Shelton General Contractors for said purpose. (To be funded through an estimation and appropriation Resolution). Non-Consent item #37 – R-21-2-603 - Consideration of a Resolution of the Commission of Knox County, Tennessee, approving a Sublease Agreement with K-VA-T Food Stores, Inc. for space located at 4216 North Broadway, to be used as a COVID-19 vaccination site, for a six-month term beginning from Commencement Date and ending August 31, 2021 with the option to extend month to month with a rent amount of $5,700.00 per month. Non-Consent Item #44 – R-21-2-804 – Consideration of a Resolution of the Commission of Knox County, Tennessee, authorizing an Amendment to Development Agreement between Knox County and BNA Associates, LLC relating to the Andrew Johnson Building. Commissioner Smith moved to approve the above Amendments to the Agenda. Commissioner Beeler seconded the motion and upon roll call vote Commissioners Lundy, Durrett, Smith, Schoonmaker, Hill, Beeler, Dailey, Jay, and Biggs voted aye. The motion carried 9-0-1-1. Commissioner Busler abstained from the vote. Commissioner Ward was absent from the vote.

On February 22, 2021, the Knox County, TN Board of Commissioners adopted “Approve amendments to the agenda and add/defer/pull items” by a vote of 9–0.
