On April 24, 2023, the Knox County, TN Board of Commissioners adopted “Approve honorary naming rights for Storm Water Park Kayak Launch” by a vote of 10–0.

Approve Resolution R-23-4-702 - Resolution of the Commission of Knox County, Tennessee, approving an Honorary Naming Rights Application to rename the Roy Arthur Storm Water Park Kayak Launch at 7221 Harrell Road to “Charlie’s Launch” as amended.
