Approve Resolution RZ-26-8-103 - Resolution of the Commission of Knox County, Tennessee, approving the request of Thomas M. Hale / Vulcan Lands, Inc. for a Conditional Use Permit for mining and mineral extraction (quarry) expansion in A (Agricultural) district 1) subject to the ten (10) conditions listed on Page 31-2 of Knox Planning Staff’s Use on Review Report of August 6, 2026; 2) subject to the ten (10) conditions listed on Attachment 2 of the Vulcan Use on Review application; 3) subject to the modification to reduce Dixie Lee blasting to no more than six (6) occurrences in any calendar month; and 4) Vulcan will be required to realign Graybeal Road from Pittman Drive to Buttermilk Road. As part of this realignment, Vulcan shall pay for all costs associated with the work, including design, right-of-way dedication, construction, and construction inspection. The relocated portion shall also be widened to meet current standards and include intersection improvements at both Pittman Drive and Buttermilk Road, as approved by Knox County Engineering and Public Works.
