CONSIDERATION OF A RESOLUTION OF THE COMMISSION OF KNOX COUNTY, TENNESSEE, APPROVING AN AGREEMENT WITH CDM SMITH INC. IN THE AMOUNT OF $224,000.00 FOR THE PROVISION OF ENGINEERING SERVICES TO ASSIST THE COUNTY IN PRODUCING AN EAST KNOX COUNTY MOBILITY STUDY WHICH IS INTENDED TO SUPPORT THE PLANNED GROWTH AREA EXPANSION AS APPROVED BY KNOX COUNTY COMMISSION, BY RECOMMENDING APPROPRIATE TRANSPORTATION IMPROVEMENTS TO SUPPORT PLANNED GROWTH
