Amend the agenda as follows: Add Items #42 and #60. Defer Item #11 – Defer to the July Board of Commissioners Meeting Spread of Record the 2019 Employee Handbook updates. Defer Item #63 – Defer to the July Board of Commissioners Meeting R-21-6-903 – Consideration of a Resolution of the Commission of Knox County, Tennessee, approving a Quitclaim Deed for the Acceptance of Property located in the Powell Community at 316 W. Emory Road (Parcel Number 056-12406) and known as Collier Preserve from the Legacy Parks Foundation to be used as a park. Defer Item #73 – Defer to the July 26, 2021 Board of Commissioners Meeting O-21-6-101 - Consideration of an Ordinance of the Commission of Knox County, Tennessee, amending Knox County Code, Chapter 42, Article II, Division 2 entitled "Employees' Merit System" to provide for various amendments to Section 42-53 entitled "Merit System Council"(Ord. No. O-90-9-111, adopted 9-10-90; Ord. No. O-91-8-114, adopted 11-25-91; Ord. No. O-95-4-101, adopted 4-24-95; and Ord. No. O-19-1-101, adopted 2-25-19) (First Reading) Defer Item #74 – Defer to the July 26, 2021 Board of Commissioners Meeting O-21-6-102 - Consideration of an Ordinance of the Commission of Knox County, Tennessee, amending Knox County Code, Chapter 42, Article II, Division 2 entitled "Employees' Merit System" to establish requirements for the conduct of Merit System Council meetings in Section 42-54. (Ord. No. O-90-9-111, adopted 9-10-90 and Ord. No. O-20-7-102, adopted 9-28-20) (First Reading) Defer Item #76 - Defer to the July Board of Commissioners Meeting O-21-6-104 - Consideration of an Ordinance of the Commission of Knox County, Tennessee, amending Knox County Code, Chapter 42, Article II, Division 2 entitled "Employees' Merit System" to provide for various amendments to the Merit System for classified employees of the Knox County Sheriff's Office and to add a new Section 42-67 entitled "Grievance Hearings" to define grievances which are subject to a hearing before the Merit System Council. No. O-20-7-102, adopted 9-28-20, and establishing Section 42-67, previously reserved) (First Reading) Defer Item #83 – Defer to the July Board of Commissioners Meeting 4-B-21-RZ - Request of Homestead Land Holdings, LLC for rezoning from RB (General Residential) to PR (Planned Residential) up to 5 dwelling units per acre. Property located at 7125 Old Clinton Pike / Parcel ID 67 191, Commission District 6. Planning Commission Recommendation: APPROVE PR (Planned Residential) zoning up to 5 dwelling units per acre because it is consistent with the surrounding development. Defer Item #84 – Defer to the August, 2021 Board of Commissioners Meeting 5-F-21-RZ - Request of Homestead Land Holdings, Inc. for rezoning from A (Agricultural) and CA (General Business) to PR (Planned Residential) up to 3 dwelling units per acre. Property located at 12119 Hardin Valley Road / Parcel ID 116 06701, Commission District 6. Planning Commission Recommendation: APPROVE PR (Planned Residential) zoning up to 3 dwelling units per acre because it is consistent with the surrounding development, by a vote of 10-2. Defer Item # 89 – Defer to the July Board of Commissioners Meeting 5-B-21-RZ – Request of Parker Bartholomew for rezoning from A (Agricultural) to PR (Planned Residential) up to 5 dwelling units per acre. Property located at 8925 and 8935 West Emory Road / Parcel ID 77 08302 and 08301, Commission District 6. Planning Commission Recommendation: APPROVE PR (Planned Residential) zoning up to 3 dwelling units per acre because it is compatible with surrounding development. Defer Item #90 – Defer to the July Board of Commissioners Meeting 3-B-21-SP - Request of David N. Caldwell for Northwest County Sector Plan Amendment from AG (Agricultural) / HP (Hillside Protection) to LDR (Low Density Residential) / HP (Hillside Protection). Property located at 0 North Campbell Station Road / Parcel ID 117 02101, Commission District 6. Planning Commission Action: APPROVE the Northwest County Sector Plan Amendment to LDR (Low Density Residential) / HP (Hillside Protection) because of recent expansions in wastewater treatment capacity and the addition of new schools. Defer Item #91 – Defer to the July Board of Commissioners Meeting 3-F-21-RZ - Request of David N. Caldwell for rezoning from A (Agricultural) to PR (Planned Residential) up to 4 dwelling units per acre. Property located at 0 North Campbell Station Road / Parcel ID 117 02101, Commission District 6. Planning Commission Recommendation: APPROVE PR (Planned Residential) zoning up to 3 dwelling units per acre, by a vote of 7-5. Defer Item #92 – Defer to the July Board of Commissioners Meeting 3-A-21-SP - Request of Benjamin C. Mullins O/B/O Home Federal Bank for Southwest County Sector Plan Amendment from LDR (Low Density Residential) to MU-NC (Mixed Use - Neighborhood Center). Property located at 1401 Bexhill Drive / Parcel ID 144 L B 003, Commission District 4. Planning Commission Action: APPROVE the Southwest County Sector Plan Amendment to MU-NC (Mixed Use - Neighborhood Center) because of an error in the sector plan. Defer Item # 93 – Defer to the July Board of Commissioners Meeting 3-D-21-RZ - Request of Benjamin C. Mullins O/B/O Home Federal Bank for rezoning from PC (Planned Commercial) / RA (Low Density Residential) to CN (Neighborhood Commercial). Property located at 1401 Bexhill Drive / Parcel ID 144 L B 003, Commission District 4. Planning Commission Recommendation: APPROVE CN (Neighborhood Commercial) zoning.
