CONSIDERATION OF AN EMERGENCY ORDINANCE OF THE COMMISSION OF KNOX COUNTY, TENNESSEE, TO REPEAL CHAPTER 18, ARTICLE IV, DIVISION 2 (SECTIONS 18-141 THROUGH 18-143) OF THE KNOX COUNTY CODE RELATIVE TO THE JUVENILE DETENTION CENTER AND ADOPTING NEW SECTIONS 18-141 AND 18-142 TO PLACE THE OPERATION AND CONTROL OF THE JUVENILE DETENTION CENTER UNDER THE SHERIFF OF KNOX COUNTY AND TO CREATE A BOARD OF DIRECTORS. AMENDS ORDINANCE NUMBER O-91-8-107, ADOPTED SEPTEMBER 29, 1991. (FIRST READING)
