CONSIDERATION OF A RESOLUTION OF THE COMMISSION OF KNOX COUNTY, TENNESSEE, APPROVING AMENDMENTS TO TWO (2) GRANT CONTRACTS AMONG THE STATE OF TENNESSEE DEPARTMENT OF TRANSPORTATION, THE KNOX COUNTY RAILROAD AUTHORITY, AND THE KNOXVILLE & HOLSTON RIVER RAILROAD COMPANY, INC., FOR THE PROVISION OF RAILROAD, TRACK, AND BRIDGE REHABILITATION, WHICH AMENDMENTS INCREASE THE MAXIMUM LIABILITY OF THE STATE UNDER THE GRANT CONTRACTS
