Ms. Amy Brooks, Knoxville-Knox County Planning, was present electronically via Zoom streaming and spoke on the matter. Mr. Ben Mullins, representing applicant, was present electronically via Zoom streaming and spoke on the matter. Mr. Brad Pruitt, representing applicant, was present electronically via Zoom streaming and spoke on the matter. Mr. Steve Robinson, area resident, was present electronically via Zoom streaming and spoke in favor of the request. Mr. Jim Snowden, Director, Engineering and Public Works, was present electronically via Zoom streaming and spoke on the matter. Ms. Phyllis Trento, President, Homeowners Association, was present electronically via Zoom streaming and spoke on the matter. Commissioner Jay asked if there was any opposition to the request. There was no response. Commissioner Smith moved to approve 10-C-20-SP - Request of Daniel D. and Kimberly Overbey for Southwest County Sector Plan Amendment from LDR (Low Density Residential) to NC (Neighborhood Commercial) as per Planning Commission’s per Planning Commission’s Recommendation Approve the Southwest County Sector Plan Amendment to NC (Neighborhood Commercial) for 1615 Choto Road because of recent changes in the development pattern of the area following the condominium development to the northeast of this site. Property located at 1615 Choto Road / Parcel ID 162 M C 019, Commission District 5. Commissioner Ward seconded the motion and upon roll call vote Commissioners Lundy, Durrett, Smith, Ward, Hill, Busler, Beeler, Jay, and Biggs voted aye. The motion carried 9-2-0-0. Commissioners Schoonmaker and Dailey voted no.
