The body's budget & taxes decisions, grouped into the annual fiscal-year arc — proposal, amendments, and adoption, in the order they happened. Items are identified mechanically by the neutral budget & taxes topic — the fiscal instrument itself (the annual budget, the tax rate, appropriations), never every motion that happens to spend money.

How the years are grouped. A decision is placed in the fiscal year in which its meeting was held. City of Knoxville runs a July 1 – June 30 fiscal year, named for the year it ends — so FY 2026 runs July 1, 2025 through June 30, 2026. This groups the record; it makes no claim about which budget any single motion “belongs to.”
