Amend code to allow dancing with beer permit, remove special permit

An Ordinance amending Chapter 4, Article II, Division 1, Section 4-40 and Division 2, Section 4-60 of the Knoxville City Code to allow current and future permitholders to permit dancing on any premises holding a valid beer permit and to eliminate the requirement for new applicants to apply for a special "with dancing" permit. (Requested by Mayor and Councilmember Wallace)
