Approve license agreement for Windstream fiber optic network.

A Resolution authorizing the Mayor to execute a license agreement with Windstream Communications, LLC, its affiliates and subsidiaries, including but not limited to Windstream KDL, LLC and Earthlink Carrier, LLC, for the purpose of constructing, maintaining, operating and using a fiber optic telecommunications network within a specified portion of the City of Knoxville's public rights-of-way for telecommunication services, subject to certain terms, conditions and limitations.(Requested by Information Technology)
