Amend Capital and Operating Budgets for FY 19/20 to transfer unencumbered funds

An Ordinance to amend the Capital Budget and the Operating Budget, both as approved by Ordinance No. O-63-2019 for Fiscal Year 19/20, in order to transfer surplus, excess, or unencumbered funds between various units and funds as reflected in the various funds and budgets of the City of Knoxville.(Requested by Finance Department)
