Emergency Ordinance to buy-out accrued annual leave for Fire Department members

An Emergency Ordinance to authorize the City of Knoxville, upon approval of the Mayor, to buy-out the accrued annual leave balance of each uniformed member of the Fire Department to the extent that such balance would otherwise exceed the applicable annual leave carry-forward cap as of December 31, 2020.(Requested by Mayor)
