Amend Capital and Operating Budgets for Fiscal Year 2021/2022 and transfer funds

An Ordinance to amend the Capital Budget and the Operating Budget both as approved by Ordinance O-58-2021 for Fiscal Year 2021/2022 and to transfer surplus, excess, or unencumbered funds between various units and funds as reflected in the various funds and budgets of the City of Knoxville.(Requested by Finance Department)
