On January 24, 2023, the City of Knoxville, TN City Council adopted “Amend City Code Chapter 5 to establish additional minimum animal care requirements” by a vote of 9–0.

Unanimous Adopted 9-0-0-0

approve Law Director Swanson's amendment to modify "Kennel means any person who keeps, harbors or maintains five (5) or more animals over the age of six (6) months for any amount of time, excluding fish; including pet daycare facilities" to "Kennel means premises upon which any person who keeps, harbors or maintains five (5) or more animals over the age of six (6) months for any amount of time, excluding fish; including pet daycare facilities."
