approve Council Member Rider's amendment to modify "Properly fitted means, with respect to a collar or harness, a collar or harness that does not cause, or has have potential to cause, bodily injury to the animal, and does not allow for the animal to remove the collar or harness" to "Properly fitted means, with respect to a collar or harness, a collar or harness that does not cause, or has potential to cause, bodily injury to the animal, and does not allow for the animal to remove the collar or harness."
