Emergency Ordinance creating Downtown Festival District for alcohol consumption

An Emergency Ordinance amending Section 4-76 of Chapter 4 of the Knoxville City Code so as to create a Downtown Festival District and to allow possession and consumption of beer and alcoholic beverages on public property within the Festival Event Area, upon approval of a Special Beer Permit by the Beer Board under such terms, conditions, rules and regulations as the Beer Board may establish. (Requested by Beer Board Chair Roberto and Vice Mayor McKenzie)
