Accept TDOT grant extension for LSTBG funding

A Resolution authorizing the Mayor to execute an any and all documents necessary to accept an extension of a grant from August, 2025 until August, 2027 with the Tennessee Department of Transportation, which provides state match funding for the Local Surface Transportation Block Grant (LSTBG). (Requested by Knoxville Area Transit)
