Analyze warming/cooling center model and consider increased funding.

A Resolution recognizing the tremendous effort by all in the City to take care of our City's most vulnerable during extreme weather events and respectfully requesting that the Administration, in partnership with the Knoxville-Knox County Joint Office of Housing Stability and Knox County, analyze the current warming and cooling center model and consider increased funding and support to the City’s efforts to provide residents and visitors in need with day and overnight shelter from extreme weather, including when temperatures drop to 32 degrees Fahrenheit windchill or reach a heat index of 90 degrees Fahrenheit, and to strengthen efforts to provide transportation, shelter, and other services during extreme weather events. (Requested by Councilmembers Parker and DeBardelaben)
