Create "catering with beer" permit

An Emergency Ordinance amending Chapter 4, Article II, Division 1, Section 4-26 and Division 2, Section 4-60 of the Knoxville City Code so as to add the definition of caterer and to create a "catering with beer" permit, with certain notice requirements, under such terms, conditions, rules and regulations as the Beer Board may establish.(Requested by Beer Board Chair Testerman)
