    An Emergency Ordinance of the Council of the City of Knoxville appropriating the sum of $3,073.87 from the Community Improvement (202) Fund and donating same to Legacy Parks Foundation acting as fiscal agent on behalf of South Woodlawn Neighborhood Association to be utilized toward welcome signs.(Requested by Councilmembers Smith, Singh, Rider, Fugate, and Testerman)
