Authorize $20M transfer to KCDC for South Waterfront Bridge Project

A Resolution authorizing the Mayor to execute an Agreement with Knoxville's Community Development Corporation (KCDC), as the City's Redevelopment Authority, transferring $20,000,000 to KCDC for the provision of planning and redevelopment services for the South Waterfront Pedestrian and Bicycle Bridge Project.(Requested by Administration)
