    Consideration of an Ordinance of the Commission of Knox County, Tennessee, amending Knox County Code, Chapter 6, Article II, "Animal Control", to amend Section 6-46, "Impoundment", and to add a new Section 6-49 regarding inhumane chaining of dogs.
