Award $1M from HOME ARP to Lumen Flats for 18 affordable units

A Resolution authorizing the Mayor to execute any and all documents necessary to award an amount not to exceed $1,000,000.00 from the HOME American Rescue Plan Program (HOME ARP) to Lumen Flats Knoxville, LLC for the development of 18 affordable housing units to be located at 1585 Coleman Road, contingent upon approval of the 2022 HOME ARP Allocation Plan Amendment by both City Council and HUD. (Requested by Housing and Neighborhood Development Department)
