Amend agreement for CoC Planning Grant Funds

A Resolution authorizing the City to enter into an amendment to an agreement accepting Continuum of Care (CoC) Planning Grant Funds from the US Department of Housing and Urban Development (HUD) allowing HUD to divert grant funds directly to the Knoxville Knox County Office of Housing Stability (OHS) as a CoC Replacement Recipient. (Requested by Housing and Neighborhood Development Department)
