Amend agenda to defer 5 items to April and 1 to May AMENDMENT TO THE AGENDA – (CONTINUED): 3. Commissioner Beeler moved to amend the agenda to defer the following items to the April 2023 meeting: Item #39 – Resolution R-23-3-102 - Consideration of a Resolution of the Commission of Knox County, Tennessee, honoring Joe and Dale Longmire upon their retirement as owners of the IGA grocery store in the Corryton community; Item #55 – Resolution R-23-3-410 - Consideration of a Resolution of the Commission of Knox County, Tennessee, approving a Memorandum of Understanding with SH Couch Mill, LLC for road improvements to Couch Mill Road, Sam Lee Road, and Steele Road, including a new roundabout, sidewalks, and road widening; Item #56 – Ordinance O-23-3-101 - Consideration of an Ordinance of the Commission of Knox County, Tennessee, amending the Knox County Procurement Code with regard to real property purchased by Knox County at a delinquent tax sale pursuant to the requirements of T.C.A § 67-5-2507 - (First Reading); Item #58 – Ordinance O-23-3-103 - Consideration of an Ordinance of the Commission of Knox County, Tennessee, amending the Knox County Code, Chapter 26, “Environment”, by adding a new Article VII regarding the storage and disposal of tires (Knox County Code, Chapter 26, establishing Article VII) - (First Reading); and Item #59 - Ordinance O-23-3-104 - Consideration of an Ordinance of the Commission of Knox County, Tennessee, amending the Knox County Code, Chapter 54, “Roads and Bridges”, by adding a new Article V to provide for County Enforcement of Planning Commission conditions regarding road improvements imposed on subdivision approvals (Knox County Code, Chapter 54, establishing Article V, previously reserved) - (First Reading). Also included in the motion was to defer the following item to the May 2023 meeting: Item #57 – Ordinance O-23-3-102 - Consideration of an Ordinance of the Commission of Knox County, Tennessee, amending the Knox County Code, Chapter 6, “Animals”, Article II, Division 1, Section 6-31, “Definitions”, and Section 6-44, “Animal Care and Manner of Keeping”, to update the minimum requirements for the care and keeping of animals (amending Ordinance O-96-5-101, adopted June 24, 1996; Ordinance O-07-12-102, adopted January 28, 2008; Ordinance O-15-4-101, adopted May 26, 2015; and Ordinance O-19-3-102, adopted April 22, 2019) - (First Reading). Commissioner Ward seconded the motion and upon roll call vote Commissioners Lundy, Durrett, Oster, Ward, Schoonmaker, Hill, Lee, Beeler, Dailey, Jay and Frazier voted aye. Commissioner Beeler moved to amend the agenda to add the following items: Item #22 – Resolution R-23-3-408 - Consideration of a Resolution of the Commission of Knox County, Tennessee, approving a Local Agency Project Agreement with the Tennessee Department of Transportation (TDOT) for improvements to Watt Road and Everett Road from I-40 to Hickory Creek Road; Item #23 – Resolution R-23-3-409 - Consideration of a Resolution of the Commission of Knox County, Tennessee, approving a Local Agency Project Agreement with the Tennessee Department of Transportation (TDOT) for interchange improvements at Watt Road and I-40 (Exit 369); Item #25 – Resolution R-23-3-502 - Consideration of a Resolution of the Commission of Knox County, Tennessee, approving a contract with Innovative Emergency Management, Inc. (IEM) for the provision of Continuity of Operations Plan Consultant Services at a total project cost of $387,403.80, which project is jointly funded by Knox County and the City of Knoxville, with project costs allocated by department and invoiced on a time and materials basis; Item #37 -Resolution R-23-3-903 - Consideration of a Resolution of the Commission of Knox County, Tennessee, authorizing Knox County to join the State of Tennessee and other local governments as participants in the amended Tennessee State-Subdivision Opioid Abatement Agreement and approving the related Settlement Agreements; Item #40 – Resolution R-23-3-103 - Consideration of a Resolution of the Commission of Knox County, Tennessee, honoring the Halls High School Wrestling Program for winning its first TSSAA Division 1 Class A State Title for both the Dual State Championship and the Traditional Tournament State Championship; Item #42 - Presentation to provide a project update by Advance Knox Consultants; Item #43 - Presentation of Rural Metro monthly report by Jeff Bagwell; and Item #55 – Resolution R-23-3-410 - Consideration of a Resolution of the Commission of Knox County, Tennessee, approving a Memorandum of Understanding with SH Couch Mill, LLC for road improvements to Couch Mill Road, Sam Lee Road, and Steele Road, including a new roundabout, sidewalks, and road widening.
