(Ord. No. O-96-3-102, adopted 4-22-96). Commissioner Durrett seconded the motion and upon roll call vote Commissioners Lundy, Durrett, Hill, and Jay voted aye. The substitute motion failed 4-6-1-0. Commissioners Ward, Schoonmaker, Busler, Beeler, Dailey and Biggs voted no. Commissioner Smith abstained from the vote.
